no lights, horn, indicator without starter connected - normal?

recently stripped a load of stuff to re-wrap my wiring loom as it was falling to bits. also removed and cleaned the starter motor, which is awaiting reassembly after painting.

reconnected (new and fully charged) battery this afternoon and everything except the starter reconnected. however i have no lights, horn, indicators etc and the fuel pump primes for about half a second before a relay under the seat clicks and the pump stops.

does the starter have to be in the circuit for these systems to work?

The load relief relay finds ground thru the starter solenoid. The starter must be connected.
 
thanks GSA. having looked at the haynes diagram i did wonder if the load relief relay may have been the reason. good to know cheers. i'll get it put back together and installed tmro.
