Does anybody know where to source the tool for the throttle body hoses, or has somebody figured out another way to remove them?

mind you now i think about it i think the tool for the lc clips is the same as the m3 car intake hoses,i have a pair at home im sure
 
I use a regular Waterpump plier.

The clamps are reusable and are easy to release and tighten when reusing them.
The technique is described in the rep DVD.

Even if BMW specifies a specific plier for this purpose, opening the gap on the WP plier enough to where the jaws stays perpendicular will offer a good enough grip to open the clamp, as it only takes 2mm movement for the clamp to release.

spellcheck ffs,and yes they do work very well,waterpump pliers er not for me ta
