Silly question...

Initial torque 23 Nm
Final torque 32 Nm

Initial I get, but what separates Initial from Final? Is it a visual check or something else?

I think it's to begin the crush of the crush washer - seat that first at 23Nm then finish off at 32Nm. Did mine not long ago and remember thinking 'why not just nip it up to 32Nm???'

I'm sure some engineer will explain all shortly.
