What determines whether a link opens as a new window or overwrites an already open window?

Is there any setting on MS IE 7 that I can set so that links are always opened as a new window or, better still, a new tab?

How it opens is determined by the code embedded in the HTML (text that makes up the page).

If you want to open a link in a new window or tab just right click the link and then left click on 'open link in new Tab or window'.
