I read it as just being the panniers / top box and presumably any frames / fixings ie. excluding any contents.

About £2k in topbox and panniers, I don't want to risk it

TBH I thought BM’s luggage was a bit on the steep side when I bought it. It took a darned good proposition getting it past the household accountant when I purchase mine.
Lone Rider must have taken it to a whole new level, price-wise.
