If you are staying in a hotel on holiday, take no luggage , buy new cloths every few days an throw them away. Much cheaper than panniers.
Camping is different but how many people camp now? I do but most seem to look for a cheapish hotel.

6 set of undies at £1.50 = £9.00, Get the right type and they double as trunks and wash as you swim.
10 sets of sox (unless they get wet) = £10.00u
10 tee shirts = £30.00
= £49.00
Allowing double this for the women because they are a bit fussy = £147 for both of you.
