problem balancing Wheel

I recently changed my front wheel for a second hand one.
Axel and Radial movement is within BMW tolerances of 1.7mm.

Curerently have in excess of 60g and it still massages my biceps at 60mph

I think it is the tyre and hope to change to another tomorrow to see what happens

Then this time when I was taking the wheel out I noticed a blue dot on the discs and a sort of embossed curly mark.
Are these some kind of indicators as to where the discs should sit in relation to the wheel

The discs definitely went back on the correct sided of the hub.

On my r1200gsa tc the front wheel could not be balanced up despite being within manufacturers tolerances, got it stripped and retrued by Devon wneelbuilding Company and it was fine from then
 
Break the bead turn the tyre 90 deg on the rim could be worth a try.
 
Its likely the tyre needs to be moved on the rim. Get the wheel static balanced with and without the tyre fitted and see what's going on.
 
The 'embossed curly mark' is the Brembo logo.

No idea what the blue paint mark is for, unless someone used it previously as a reference marker when removing and refitting the disk.
