If I am reading your post correct, when the fog lights are switched on, the LED is not showing green but the lights are on?
Starting with the basic operating principle first:-
1) When the ignition is first switched on the LED should illuminate red for a second then go out?
2) When the indicator cancel button is depressed when longer than 0.8 sec, the LED will then flash red/green until you release said button. The LED will then turn to green and the fog lights "should" be on?
3) From what you are saying, or at least what I think that you are saying................it would appear that the LED is up the duff?
(technical term)
But as I'm sure you can appreciate, it is very difficult to diagnose correctly without actually looking at it.
