Will a Garmin 3+ take version 9 ?

The 3+ has 1.44mb of internal memory, none of the map tiles from v9 will fit. (The smallest on v8 UK area is the Plymouth tile at 4.81mb)

You need Garmin Roads and Recreation Europe for the 3+ as the map tiles are small enough to fit, but you will still be severely hampered in what you can load.
