Can you help me please.
Do I go for a 2009 with 54000miles on the clock with the fuel strip possible issues or a 2011 with 30000 miles, fuel float instead of fuel strip but with added Exhaust flap possible issues.

Go for the one that’s been cared for the most. Fuel strip, if it fails go old school and calculate refills using the trip meter. Flapper? Easily repaired, replaced or deleted completely.

Whatever one you like most, as long as it's been looked after.
 
Ignore the fuel gauge if it's that bad. Just zero the trip every time you fill up. The 'miles to empty' will generally be pretty accurate
 
My fuel gauge on my 2010 GSA has not been working for the last two years - as above, just zero the trip every fill up & work on 300 miles range.
 
Assuming the 2011 has the twin cam engine, I'd go for that.

As said, flappy valves can be fixed or worked around, plus on the 2011 its not a part of the downpipes.
 
Is there a price difference?
Personally, I don’t think there’s much difference between them when riding - the TC is a bit more powerful but the SC is a bit lighter.
The TC is a little bit more expensive to service.
I wouldn’t like to live without a fuel gauge on a long distance bike, if that’s your proposed usage.
Just to add into the mix - have a look at a late 2014 LC (or one that’s had the alternator done) - a different package that can be had for roughly the same price as a low mileage TC.

For me it would be down to cost - All 3 bikes are old enough to be pretty much sorted and I wouldn’t ride either of them faster or differently to the others, so I’d go for the cheapest and spend more money on riding.

Personally, having had all the bikes you mention, I would avoid the 2014LC and as others have said, go on condition. I actually preferred the single cam motor as it has generally less vibes and slightly longer gearing making it more relaxed on longer rides. The later 2011 bike will come with a tougher final drive and slightly smoother gearbox and a bit more grunt at the top end.
