Red/Brown oil on Wheel and Brake Caliper.

I have a small amount of Red/Brown coloured oil resting on the rim of my wheel and a trace of it from the bottom brake line at the mudgaurd coming down onto the caliper.

I suspect it may be the oil from my forks and therefore my seals are gone but can anyone confirm if this is the colour of the fork oil?
Also if replacing fork seals, do you need to buy for top and bottom of the forks?

It looks like you need to replace those fork seals, the good news is that its a simple job, have a look in the font of all wisdom section of the forum for a good step by step, (By Steptoe):) I needed to buy one of those seal pullers shown in order to get the old ones out without dismantling too much.
