I'm French and a member of the BMW airhead forum "Le Flatistan" where you made an appearance few months ago.
I'm sorry to tell you that you have been misinformed ! It should have been possible to register your bike, with a "certificat de conformite" from BMW France (100€), an original rear wheel to pass the "contrôle technique" (our MOT, but quite easy to trick even with a modified bike), your original paperwork for the bike and an import tax receipt (and the relevant taxes paid).
I'm so sorry for you, and invite you to ask, even in English, on Le Flatistan for this kind of problematics.

Many thanks for sharing that information tofgasp. I’m going down the BMW certificat de conformite route for my R80GS Basic which is a standard bike, but the person I met at the DREAL in Orlean told me that with the project bike because of the modifications to the engine, the front suspension, the wheels and the frame the bike would need to go to UTAC for testing which would cost 3000-4000€ and would probably need to be put back to standard. I thought it best to just cut my losses at that point. Anyway, I’m happy that it’s going to someone who appreciates the work that has gone into it. Thanks again though for the advice tofgasp

To be clear, regarding the law you should indeed go through the DREAL with any modified vehicle, but no one ever do this. We simply put back to original the parts which can be a rejection point at the contrôle technique, in your case the rear tyre dimension only. All the other modifications would have passed the test without a flaw.
