There is nothing to stop the UK Government entering a commercial arrangement with other organisations whether they are national governments, regional governments or private operators of toll roads. DVLA will have had a small fee for grassing you up to the Spanish.
This is not a new thing with the current government. DVLA has been making cash from this side hustle for many years.
Pretty much our experience....they'd spotted us sat outside a small cafe in a town as they rode past. We were all on coca-cola. Stopped about 3 miles out of town. They checked the bikes, looked for UK stickers and checked our paperwork.
No request was made for hi-viz or bulb kits (I'm all LED anyway).
Two of our group of 4 were breathalyzed (negative of course) - I guess they thought we'd had a boozy night on the ferry?
They started the conversation really formally, but after a few mins when they realised we passed the "attitude test", they got all friendly and chattyand allowed us to take the pics etc

I had a similar situation years ago. Temporary lights at the entrance to a tunnel caused a long tailback so I filtered to the front. Two bike officers were next to the lights who spotted my progress, one blew his whistle and directed me to the side of the road and made me wait; once the queue had gone into the tunnel they waved me on.N621 south of Potes. I'd be interested in what enforcement action they'd take for you NOT having VED in the UK. Sounds like bollocks tbh...Make sure that you have UK VED on your steed. The Spanish Old Bill check, just as you can, the on-line DVLA register.
Same for MoT.
