Service light/time reset

Is there any way of resetting it after a service other than my local BMW dealer or buying a Gs-911 tool

Nope, unless you consider borrowing a GS911 a third option. On my '08 though if the battery is disconnected for a longish period of time i.e 2-3 hours, it only remembers the 12 month service date.
