Setting up hyperpro shocks

I’ve got myself some hyperpro shocks front and rear for my gsa.
I know suspension set up is a black art but
Is there a rule of thumb for setting up? For static sag and rider sag?

And what’s the rubber turning thing at the bottom? It clicks when turned so rebound?!?
