Open the photo in 'Paint' (which comes free with windows) or any photo prog, select the tool to sample a colour, click on the colour of the plate then click the paintbrush or pen tool, scribble, spray or blur the number plate as required, save the image as something new than post it :)

You can just do it in black if you don't want it to look subtle, or you can just use a blur tool and smudge it out, or draw a rectangle over it, fill the rectangle with any colour you like or just draw a mess over the plate details.

If you have any problems, you're welcome to send the pics to me fanum1%gmail.com (change percentage for @) and I'll take it out and email it back to you :)

I also have an app for the iPhone called "Censor", which allows me to smudge my numberplate if I want to post/upload while I'm out and about.

On the PC, the method Fanum describes above is probably the easiest. I use a program called GIMP (http://www.gimp.org/) for all my editing. It's way overpowered for just smudging numberplates, but it's a very powerful tool, runs on many platforms (Linux, OS X, Windows) and it's free. AFAIK, it's a good alternative to photoshop, but I've never used photoshop, so I can't say.
