Snapped holder

Hi everyone,
I just got back from a ride and noticed that my license plate and rear light holder had been hanging loose for a few miles. After taking a closer look, I saw that it had completely snapped off. (See pictures below.)

It looks like the bracket was attached directly to the frame, and from what I can tell, it corroded to the point of failure. 😢

Has anyone dealt with something like this before? Any suggestions for how to fix it or reinforce it going forward?

Are you shore it's snapped off ! , as it looks like the bolt's have fallen out that screw in to the two captive nuts on the plate under the rear light !.
 
Thanks for your reply. Yes it has snapped. I have just removed the plate holder to inspect the damage more closely. Have a look behind the rear brake light, it is clearly snapped off. Does anyone know any good welders in the surrey area?
