It wouldn't worry me too much 
It dos'nt seem bad enough to unseat the tyre, just keep an eye on it 
Its the sort of job you would sort out over the winter, in the UK it would be an MOT failure, but not sure if they would notice it though

I had assumed it was that slight flat spot on the rim but thats maybe an optical illusion caused by that arrow stuck in the side of his tyre
