Yes , specified nose weights are often quite low . Keen caravaners have made for purpose noseweight measuring devices and vary loads in the caravan accordingly . 60-100kg could be the max.

You also need to check whether the nose weight is lower for bike racks due to the leverage they apply. My Tesla Model 3 tow bar has a nose weight of 100 kg for a trailer, but only 55 kg for a bike rack. I can only carry one eBike and a lightweight road bike 
Thanks Sven ; I hadn’t considered leverage and what you say makes sense . Bet you most just load their tow ball bike carriers , without thinking .
I picked a Velosolex up off Magwa a few years ago on my 2 bike Thule carrier.
Just checked it weighs 28KG.
