Triumph Certificate of Conformity

I am trying to register a Speed Triple that I brought in from the US when I moved over here. I have the HMRC NOVA letter saying I don't own any duty and the next step is the COC. I found an email address ([email protected]) and have sent several emails requesting a COC and while they acknowledge receiving the email, they have not yet replied. I called Triumph to see if there was a number I could call and they gave me the same email address - the person I spoke to took some details and did say they would email them internally but I still haven't got a response.

So, 2 questions:

1. Does anybody have contact details for a person I could call/email at Triumph about this ?
2. Since the bike is a '99, do I even need a COC to get the bike registered - the online information is (shock, horror) not 100% clear on this.
 
Im not sure about whether you will need one (I'd try without and direct them to their own website) but the UKGov website states

Up to 10 years after the date of manufacture of the vehicle, the manufacturer shall, at the request of the vehicle owner, issue a duplicate of the CoC in paper format for a payment that does not exceed the cost of issuing the duplicate certificate.
