Tyre valve question

, how do I fix this? (I'm referring to the valve and not the dirty wheel

New valve.
Must old for that to happen or using dodgy wheel cleaners (not recently

) .So can I just buy a new valve and fit it externally or is it a tyre off jobby?
Brake one bead, clamp tyre where the valve is, so you have some space, cut old valve and remove, pull new valve through with tool, unclamp tyre, pump up tyre 
last one I had to do on the road, I used a G clamp, penknife, dry chain lube and a pair of pliers with a bit of rag around the new valve. it wasn't my bike though.
