Unlocking maps on a Quest

I'm running Mapsource 6.15.11

Individual maps for Turkey have been selected and sent to the Quest but when the transfer is complete I get the message "Can't unlock maps"

I have no "Map Info" page in "Settings" on the Quest

This mapping was previouly unlocked to my GPS and worked just fine

Map Product Information shows the mapping as being unlocked and there is a 25 letter/digit code displayed when I go to "Unlock Regions" for the mapping

In Mapsource "Utilities" there is no option displayed for unlocking apart from "Unlock Online" ..... ie via My Garmin

Is there a previous version of Mapsource I can revert to for manual unlocking and if so what version is it?

I'm using 6.15.7 Utilities > Manage Map Products > Unlock Regions > Add > Enter Unlock Code.

Does this option no longer exist in 6.15.11?
