"Verify Connection (12038)" problem?

What is the cause of the "Verify Connection (12038)" error message when registering a garmin and unlocking maps online. Other threads have referred to the problem but didn't report the cause\solution.

I've registered the unit at Garmin.com but still need to unlock maps. Disabling the firewall made no difference. Garmin FAQs don't include the error but I have found a posting that says not using the C:\ drive causes a problem with other Garmin software.

I have posted the question to Garmin support but have no reply after three days.

Garmin Support gave the answer. An older version of Mapsource Unlock trying to connect to an obsolete Garmin server.
