There is a handle in my luggage, top box and panniers, it looks like a lever, but what for. I've tried to pull it but there is a lot of resistance and I don't want to force it and brake the thing. So what is it for?

You have Vario luggage. The handle (when moved through 180 degrees) expands or contracts the size of the boxes 
Here you go 
Brilliant. the panniers have expanded to a better size, but the top box was already extended.
