This is all I can dig up.....doesn't answer the question which is the half way up the pillar statue but it might lead to an answer? One of George's acolytes perhaps?

Mayo Library’s Mary Conway details the people and places, past and present of Ballyburke Townland ……………….which includes the remains of George Clendenning’s Statue which used to grace the top of the pillar at the Octagon.
The figure in the first pic is of George Clendinning who was a local banker, benefactor and part of the family which was associated with the development of the new town of Westport - his granda the Rev Alexander Clendinning was one of the founders when the town was rebuilt up the road away from the old port.
George's statue lost its head in the Troubles in 1922 and there was no figure on the top of the monument for years; he was replaced by St Paddy in around 1990. Locals say that the 2 female figures on the base of the statue were George's missus and daughter and they were removed when Paddy went up there.
