Windows 10 laptop help.

I have a laptop that belonged to my brother in law who died suddenly and tragically this Summer. Got a local computer chap to unlock it as we hadn't BIL's password. Trying to clean it so I can give it to my niece including changing the Admin ID of BIL but Settings says "You need to activate Windows before you can personalised your PC" and

Haven't got an installation disc or any Product key info.
(I am not very computer savvy I'm afraid)

Either 10 or if its newer get 11
