An engineer where I work has apparently done air filter testing in the past, and maintains that K&N filters have very poor filtration properties, so much so that 'you might as well put a bit of mesh over the intake to catch stones'. Not suitable for a daily driver.
I reckon that the best thing to do is replace the standard filter more often than specified to maintain preformance.
This is a completely unsubstantiated guess but i think the restriction might actually be in that intake trumpet tube thing.
As for the second reply mentioning dyno runs and Remus pipes i did a dyno run not long ago.I posted a ramble about the spec of the bike that you may or may not find interesting. search for 'R1100GS 86 bhp dyno run' if you are interested.

I seem to remember reading some were that you can get a good boost in power by using the snorkel from an 1150R
