Or somewhere in the Motech harness there is an overload trip of some sort. The 4 seconds of power before cutting off is the clue on this I feel. The inflater will draw a fair ampage 5A + especially under load which may be to much for the Motech harness kit.If the Motech lead is charging your phone (via the SAE Connector + USB 12v to 5v Adapter?), then the Motech lead inline fuse must be OK.
I would suspect the SAE Adapter connection on your Motech lead to your pump connector is not making proper contact with your pump connector.

I use the optimate charge lead fitted to the battery and connect to that, you can get the connectors from maplin, i recall others on here have done similar, the onboard sockets are for sat nav and stuff, the separate socket is good for heated clothing etc ,

These pumps have a very poor output and I found a short high quality double action bicycle pump does a better job, there are lighter, take up less space and dont need eletrickery.
For puncture repair, stuff that, way too much work at the side of the road. I don't even use them on my mountain bikes!
