A ROKKER chino trousers (not waterproof), inside mesh lining had to be shorten as well. £33 by my local Johnsons dry cleaners.
If you are talking about a laminated Gore-Tex Trousers is a bit more complex, almost had it done. Zipper needs moving, if it has a lining needs shortening as well. Resealed with Gore tape. A real ball ache, sold the trousers and purchased the correct length.

Thanks for the quick response ,it’s a pair of textile with liner and zippers at the bottom of the leg
Unfortunately they are 32 which is just a bit too long need about 1”to 1.5 taking off they just seem to bunch up .not a massive problem but just a bit annoying .
