I’m looking for some suggestions
I’m after 2 x blocks of some material to lay on top of my vario panniers to come up to rear seat height so I can rest big tent across them

I wanted the same so i bought 2x divers bags and used them for locks on one side and waterproofs on the other. The height was just right to match he 600mm long tent across the bike.

polystyrene old package, no weigh and waterproof

Not polystyrene, it’ll fall to bits, little white balls everywhere. Polythene foam is cheap, light, very tough & waterproof.
 
Lomo 20 litre bags fit just nicely

As high quality as anything you’ll find at twice the price and a Scottish company too
 
Another vote for Lomo, used their throwovers when MrsD & I went to Mandello on the Guzzi. Perfect. Totally waterproof.

unfortunately the link I put up was for a specific bag but obviously it didnt work, it was a strap on top of the pannier lid and then open with zip top, I went touring with the lomo style canoe bags last year and threw them away afterwards fecking hate them, every time I wanted anything out of the bag it was a PIA to get to, they are great for putting tents in or probably for putting in canoe's but for everything else there are way better options.

nothing wrong with lomo, got and use several of their bags, just canoe bags
 
Take the rear rack off and pillion seat and it is flat across the back.
 
Lines up dead flat to various.
