I have a pair of tatty silver TT pannier frames which I want to paint black - what's the best way of stripping off the existing paint and painting them??

i had mine two packed. panniers might be a tight fit with thicker powder coat? dunno, just speculation

Nitromoors and then take them to your local powder coaters
That or get sanding, or even have the sandblasted, can't cost too much I shouldn't think.
Oh and if you do go for the Nitromors option, wear gloves and old clothes (that cover your entire body) and a mask. That stuff burns skin like fire
I remember the feeling well.
why not just let the finishers blast off the old paint?

There's a lot to be said for this. Preparation is the key when painting anything so it makes sense to let the finishers do the preparation to their own spec.

Another vote for powder coating, David give me a ring if you want and I can point you in the direction of a company I've used, in fact I was the bloke Brian at Mototech knew. 
There is a Powder coaters in Ballymoney
Yes so I discovered - Colorcote - frames are with a guy called Brian Camac today getting blasted and then off to Colorcote for powdercoating tomorrow. Should be good!
Metal Mule frames are already powder coated as std

Look outside the place and if D.O.'s harley is about look at the pipes... he got them powder coated too... some special type
