They normally sand blast them prior to heat treatment and powder coating otherwise the coat doesn't bind.
This should be in with the charge for coating, but best to check.
The place I used had a minimum charge of £12, so I got some other stuff done at the same time. Prices vary tho'. Fitting panniers after the powder coat is no problem at all
