So with a bit of research I find the rear hub best place to lock bike and definitely not the wheel or the frame as bike spares are easier to flog anyway. Ok what I need is a cable, but that really is easy pickings for a moron with simple hand wire cutters.

A 2.5m 15mm thick plaited cable with a loop at each end.
It packs up small too.
Mind you, that's part of my home security, I couldn't be arsed with it out on the road. A decent u-lock through the front wheel and be done with it.
Oh, and your last question....... the answer is yes.
Mind you, there's always the worry of your panniers! How are you going to keep them safe?
