What's on it - road grime, bugs, oil, wildebeast? Assuming your panniers are water proof I'd imagine that soap and water would be your best answer. Just like you'd wash any other part of your bike. If they aren't waterproof I guess you could send them to the dry cleaners.

Rubber gloves and all the protection you can get . Then give em a wee polish. You shoulda bought a powder coated set anyway.
