But my immediate thought is, don't try and drill it. The simple reason being, you have no idea of the trajectory of that thing thing into the tyre, so the chances of making a new hole are highly possible...
Depending on where it is (hopefully in the tread rather than a gap) maybe you can excavate around the wire a little. Maybe it's a bigger thing than it looks due to wear and there's more of it under the surface. This way you might be able to pull it out and see which way it's pointing into the tyre. Maybe then a chance to drill it
Failing all that, a squirt of a tyre sealer might be your best option...
