fork leg turning

I have just noticed that the o/s chrome fork leg is turning round.
n/s side does not.
The nut is tight and also goes round with leg.
Is this a problem ?

Telelever fork tubes aren`t attached in that manner....and could well rotate as described.

There are no pinch bolts on the chrome part of the fork legs.

As you have to hold the leg by the nut just under the top yolk when removing the fork then I would take that they can indeed rotate.

I'm just wondering what model of bike ??
