First clean the tank connector. The slightest amount of corrosion can make small resistance values which the tank gauge has hard to calculate.
At the fuel tank connector:
Pin 1 brown (ground -ve battery)
Pin 3 yellow gauge resistor
Pin 4 white switch
With the float down. (Empty tank)
the value between Pins 1 and 4 is short circuit
The resistance value between pins 1 and 3 is approx 70 ohms
With the float off the bottom.
The value between pins 1 and 4 is open circuit ( switch is open)
The resistance value will vary on position of float.
With the float fully up ( full tank)
The value between pins 1 and 4 still open circuit
The value between pins 1 and 3 approximately 3 ohms.
So your float gauge should vary between 3 ohms (full tank) to 70 ohms (empty tank) approximately.
