seeing as nobody has actually answered the question - allow me.
The ends of the 'bars are rubber mounted in a sleeve between the main bar section and the outer. The welded bracket on each part stops the outer part from possible rotation on the rubber mounting sleeve.
For bar adjustments of any kind - ignore it.
PS i carefully straghtened my bent 'bars with a long length of scaffold pipe as well. Amazing what leverage can do
pps - its screw 8 as already pointed out - that lets the switch gear rotate.

Remove the nut underneath which attaches the mirror. Then remove the mirror by lifting upwards.
Undernesth the switchgear nearest the clocks you will see a cover that is fixed by two screws, remove these screws and lift away cover.
Next there is a screw undernesth where the cover was and another at the back of each resevoir, remove these and the switch gear will come appart.
You can now gain access to the clamping screw, by losening this you will be able to set your grips to any angle.
The whole process from start to finish took me about 20 mins, 'baring' any problems - 'baring' - do you get, see what I did with that - ha ha ha !!!!!!
