Emissions testing is done in specific zones in the Rev range which is where they lean it out. It does not alter the overall fueling. Those that have monitored the afr of their bikes seem to suggest it’s anything but lean generally and certainly not to the detriment of the engine.
The hilltop will richen it up in those testing zones based on what I know of how it works.
