Probably been asked and answered many times here (can't find the relevant thread if it has), but how can the low beam be turned on without running the engine?
I'm not aware that you can. There's a sequence of key presses to switch them off when running, but I've not heard of one to switch it on when the engine isn't running.
I ride into my garage, stop the engine with the kill switch (leaving ignition on): lights turn off. I get off the bike, push it forward a little: lights come back on.
So, the trick seems to be that the lights are somehow tied to forward movement of the bike, even if engine is not running. I guess it's a safety feature: if your engine quits while you are riding, your lights would keep working until you come to a stop.

It seems that the 08 GS and maybe others cannot be run without the headlight being on.
Is there any way to avoid this?
In addition to it hammering the battery on start up the crew of the local ferry company go ape sh.. if you try to ride your vehicle on to the ferry with your lights on.
