I can't believe my Lappy has got so slow so quickly. loading up clips from u tube and watching say BBC1 i player is no point as the buffering is slow slow.

the recovery has only 1.9 % free and the tools not much better and yet the space has 400MB out of 450 Free.

Why is it so slow ...And what can i do please

First of all what do you mean by "the recovery has only 1.9 % free and the tools not much better "? If you're referring to the recovery disk partition then this is fine, they don't allocate more space than is required.

Have you downloaded the iPlayer APP? A friend's computer was doing this and he used iPlayer quite a lot via the APP. I found that there was an iPlayer service program running that was using resources. Check to see if you have processes running called Kservice or Khost. This is Kontiki and used to be used by the iPlayer APP. My understanding is this service offers/shares what you are watching to others who may also wish to watch it thereby reducing the load on the BBC servers.

Can you post an extract of the top cpu "processes" running from the Task Manager display.

This is just one possibility amongst many others that can cause performance problems.

Do you do regular maintenance such as defraging the hard drive, clearing out old Temp files etc.

Are you sure your internet connection hasn't gone slow? Slow machines don't cause slow buffering they cause dropped frames/stuttering. Slow buffering/frequent buffering is a slow internet connection. Go to http://www.speedtest.net/ and test your internet connection.
