rocker arm shafts worn?

I finally found some time for tinkering and found some wear to the cam and cam followers:

I have a complete replacement LHS rocker assembly and a camshaft that apparently both ran about 3000 miles ready to fit.

Compared to the old camshaft in the old assembly, this replacement camshaft does not turn as freely if installed in the new rocker assembly .
Is this normal for almost new parts?

Must have had a bit of a blonde moment yesterday.
Just torqued the bearing caps holding the camshaft to 15Nm and it is now turning nicely.
