You can short shift where you like, all it is is just not opening the throttle all the way and changing up before the revs get to anywhere more than half way
So in that case then term "short shifting" is normal road gear changing ?. As it's not possible to ride any other way on any thing bigger than a moped if your not on the track.

Short shifting is changing gear before peak power is delivered (for that RPM/gear.) Often used on the track to prevent rear wheel spin & front end lightness. Power shifting/short shifting are the complete repertoire for a experienced motorcyclist on any track, road or race.....
