Throttle cable clips on throttle bodies, help

I have a 1995 1100, 81k on the clock. I have had to replace my throttle cables as they started to fray and cause the throttle to stick.
Dismantling was straight forward. However I can not make the clips that hold the cable nipples in place on the throttle bodies do there job. The clips have a part that is circular and goes around the baffle shaft and the spring that returns the baffle closed. The clips just floats around and offer no tension to hold the right angle clip part over the cable nipple. The latter just falls out, particularly the right hand side at the end of the link cable. What am I doing wrong?
 
I have cured the problem. I took the throttle body actuation cam off. I had to use heat as the nut was seized. Once apart it was obvious that the small rivets that hold the lot together, including the clip plate (which resembles a question mark) had corroded away allowing the clip plate to rotate. Small rivets were used to link the assembly together. Reassembling was tricky as the return spring has to tensioned. However all is good, I now have to do an action replay on the left hand throttle body (as you sit on the bike).
Hope this is of help to some one with a high mileage 1100 which has been used in road salt conditions every year since 1995!:bounce1
