lads n ladies can you run a tubed tyre on a tubeless rim as long as you have a tube fitted???

Met someone recently on a Virago style cruiser, they had a flat front tyre. Bike had regular spoked rims but they'd just fitted a part worn front tyre that said "Tubeless" on the sidewall, so they decided not to fit a tube.
I gently pinched the tyre & separated it from the rim & proceeded to point out what Tubeless meant..... Up until that point, he was adamant he'd done nothing wrong & was quite arrogant.
