what bike is this?

My sister in law saw this bike outside their supermarket near Poitiers, France. Does anyone know what it is? Looks as if its in regular use and well equipped for the cold weather.

On second,closer inspection,that visible rocker cover looks remarkably like a Citroen 2CV one......hmmm.

Yep - deffo a 2CV / Visa engine - and dash, by the looks of it.

Chassis? Dunno - probably a one-off.

Chain off the left gearbox output for the bike wheel and look as though the other side may have a chain to drive the chair. It looks like a shaft under the chair body. Probably still got a diff in there as well. Gear lever beside the saddle?
