It's a pressure relief valve to equalise the atmospheric pressure inside your panniers with that outside them when you change altitude over a short period of time. Beware the sharp bit inside the panniers - it's been know to eat helmets.
 
Beat me to it Schtum, although I thought it was primarily a helmet engraver that doubled up as a pressure valve.
 
There was a problem with panniers refusing to open after trips to higher altitudes, so they fitted a breever, innit..
 
Clever aren't they? (The Bmw designers) On a Honda they can't even make the panniers waterproof so no pressure relief problems for them ��
 
It's a tracking device. :rob

It allows you to track the location of your pannier, if you leave it on the bike outside a foreign hotel - and it gets nicked.

Do you have difficulty getting the lid open after losing altitude ?

If so, then you could just drill a pin hole somewhere under the latch mechanism......if not then why bother?
 
BMW must have decided they weren't really necessary cos my 2012 panniers don't have them.
(That said, as they don't seem to have too much trouble letting water in, I doubt air would be a problem...)
