Dubster the rule of thumb is
If the lights flash alternately when you switch on the ignition then you have a stored or "seen" fault (i.e. ABS sensor open circuit or another problem) and the ABS will not initialise
If the only flash alternately when you press the starter button then it is the "Low Voltage" fault and again the ABS system will shut down and not initialise until the fault clears (running for 5 mins and then stop and press starter again)
