Which model do these fit and are they for Krauser or H&B?

what does the latching plate look like ?

Latching plate - there is only a lug for the pannier brace (not present)
TT Boxes - no idea that's why I'm asking.
These are not mine; I'm asking for an acquaintance. Is he missing bits? no idea.
It looks like the frames will fit a paralever but no idea of the pannier set. Who makes pannier rails for these models? BMW and H&B are the only ones I know. And they are neither of these.
