Clutch adjustment

Am I right in thinking that the handlebar part of the adjustment is to get the cable length correct at 201mm. And the transmission end is to get the free play at the lever correct at 2mm? And you do it in that order?

And while I'm at it where's the 210mm to? The centre of the nipple, is where engineering wise I'd expect it, but the BM manual, clymer and haynes all seem to show different places
